The Brandlesholme Residents’ Association
(Founded July 1973)

(As amended May 2012)

The name of the Association shall be "Brandlesholme Residents' Association."

The objectives of the Association are:-

i.  To maintain and improve where possible, the environment of the Brandlesholme area of Bury.
ii.  To ensure that amenities and services are provided and properly maintained.
iii.  To keep a watching brief on possible traffic hazards in the area.
iv.  To monitor any new development in or around the area and to take action as and when appropriate.
v.  To establish and maintain contacts as necessary with the National and Local Authorities or Agencies.
vi.  To organise social and fund raising activities for the Association.
vii.  To publish a magazine ‘Brabull’ containing reports, news and items of interest to the members of the Association.
viii.  To publish and maintain a web site providing details of the Association, reports, local news, items of interest and 
   copies of Members' Meeting minutes for download.
xi.  To purchase equipment as agreed by the Members' Meeting and operate a Loan Scheme of such equipment to 
   the benefit of all paid-up members.


The membership is open to all residents of the Brandlesholme area. Applications for membership by other residents will he considered by the Management Committee.

The Officers of the Association shall be the Chairman, Vice-Chairman, Honorary Secretary, Honorary Treasurer, Honorary Editor and Honorary Membership Secretary who, together with any other appointed or co-opted members, shall form the Management Committee.


  1. The management of the Association shall be vested in a Management Committee plus any other member of the Association present at a Members' meeting.
  2. At Members' Meetings which discuss business requiring a vote, a quorum shall consist of at least one officer and a number of members to make a total of five.
  3. In the event of an equality of votes, whoever shall be in attendance of the Chairman, Vice-Chairman, Hon. Secretary or Hon. Treasurer, in that order of seniority, shall have the casting vote.
  4. At every Annual General Meeting all Officers shall retire, but together with all paid up members of the Association shall be eligible for election as an officer of the Association.
  5. Nominations for officers must be given to the Honorary Secretary two weeks prior to the Annual General Meeting and be made by at least two paid-up members. Votes will be counted at the Annual General Meeting and the nominees with the majority of votes shall be duly elected. In the event of a tie the tie-ing candidates will draw lots.
  6. Members Meetings will be held at a time and place determined by the Management Committee.
  7. A register of attendance at Members' Meetings shall be kept by the Honorary Secretary.
  8. Ad hoc sub-committees may be formed as deemed necessary at a Members' Meeting


  1. The Annual General Meeting shall normally be held during the first fourteen days in May each year. Not less than fourteen days' notice of such a meeting shall be given by the Honorary Secretary to the paid-up members of the Association for the current year. A notice published locally shall be deemed sufficient for this matter. To constitute a quorum for such a meeting, 12 paid-up Members must be present. The Chairperson, or in his/her absence a member of the retiring Committee, shall preside.
  2. The business of the Annual General Meeting shall be:-
    1. The acceptance of the minutes of the previous Annual General Meeting.
    2. The adoption of the annual accounts.
    3. The election of Officers.
    4. Any other business.

Extraordinary General Meetings shall be called:-

  1. When found necessary by the Management Committee.
  2. On receipt by the Management Committee of a written request to the Honorary Secretary signed by not less than eight paid-up members, stating the object for which the calling of a meeting is required. Notice and purpose of the meeting must be given to all Members of the Association at least seven days before its convening, by publishing a notice locally.


  1. The annual subscriptions per house shall be determined from time to time at a Members' Meeting. One subscription shall give voting rights to two members of a household. A reduction shall be allowed for senior citizens, unemployed residents and one-parent families. This reduction shall be determined at the setting of the annual subscriptions.
  2. Members are not entitled to the privileges and voting rights of the Association until they have duly paid their Annual Subscription.
  3. The financial year shall be from 1st May to 30th April, and the Membership year shall be within the same period.

A banking account or accounts shall be maintained in the name of Brandlesholme Residents' Association. Cheques must be signed by any two of the three signatures in the bank's possession, i.e. Chairman, Honorary Treasurer, Honorary Secretary. Payments of any amount will be by cheque.

The Honorary Secretary shall conduct the correspondence of the Association. He/she shall keep full and accurate records of the Agenda, decisions and attendance of Members Meetings and General Meetings. All such records shall be open to any Association Member at all reasonable times. A copy of these records shall be deposited with the Local Authority Archive.

The Honorary Treasurer shall keep accounts of the Association and make up Annual Statements of Accounts and Balance Sheet of the Association to the 30th April in each year. Such Accounts shall be submitted to each Annual General Meeting and must be audited by a person appointed by the Management Committee, but such person shall not be a Member of the Committee.

The Honorary Editor shall produce the 'Brabull' Magazine, in conjunction with the Editorial Committee, as many times in each year and by the dates agreed with the Management Committee. Material submitted for inclusion in the 'Brabull is subject to the Editor's final decision to edit and/or publish.

All Members have the right to submit proposals either personally or in writing to any Members' Meeting for discussion and decision. Members will be informed of proposals, decisions, and actions by email, where possible, or by means of the Members' Section of the web site at various intervals.

The Association shall be able to liaise with other Associations or Organisations. The Brandlesholme Residents' Association shall not seek affiliation with any of the party political or religious organisations.

These rules may be altered at any Annual General Meeting provided the required quorum is in attendance and that such alterations are correctly proposed and seconded
